RECOMMENDATION:
It is recommended that the Agency revise Amendment No. 2 and amend the 2000/2001 Overall Work Program adding $8,321.47 of funds into the current year.
SUMMARY:
The additional funding is required to obligate and authorize the funding expenditures in this year's OWP per Caltrans Instructions.
DISCUSSION:
It is requested the Agency approve and amended into the 2000/01 Overall Work Program the addition of $7,367.00 of Federal Highway Administration Funds and $845.00 of Transportation Development Act Funds to activities within work element 601. The current OWP was amended at the July 25, 2000 Agency meeting (Amendments number 1 and 2 respectively). According to Caltrans the amount of FHWA funding has increased by $7,367. Per memorandum from the Department of Transportation Planning Program dated February 2, 2001, the following instructions were made:
Shasta County Regional Transportation Planning Agency's (RTPA) current Overall Work Program (Amendment 2) must be amended so that the current fiscal year funds are delineated from the previously encumbered metropolitan planning funds by fiscal year, work element and fund source. Overall Work Plan Amendment 2 will have to be amended to reflect the final FY 2000/2001 PL allocation that was made available to all Metropolitan Planning Organizations.
Attachments A, B and C were revised to comply with the Department of Transportation instructions to denote the carry over of funds and the increased amount of obligated funding. Element 601 was increased due to more staff time being required of the Regional Transportation Plan than anticipated. When FHWA is used for core activities of the RTPA, the match of TDA funds in the amount of $845.00 is assigned.
OTHER AGENCY INVOLVEMENT:
This revised amendment process has been developed with Caltrans staff a both the local and headquarters level. This amendment will have no impact on the member agencies of the RTPA.
ALTERNATIVES
The Agency could decide not to accept staff recommendation. This is not recommended because the additional federal planning funds of $7,367.00 would not be made available to the Shasta County RTPA.
FINANCING:
This action involves the addition of Federal Highway Administration Funds and matching Transportation Development Act funds in the amount of $8,321.47 to work element 601.
