RECOMMENDATION:
It is recommended that the Agency amend the 2000/2001 Overall Work Program (OWP) adding $10,567.46 of funds into the current year.
SUMMARY:
The additional funding is required in order to authorize funding expenditures in this year's OWP that were made in the prior year (1999/2000) based upon the OWP and a FAA grant authorized by Caltrans Contract 63A0022.
DISCUSSION:
It is requested the Agency approve and amend into the 2000/01 Overall Work Program the rebudget of $10,567.46 of Federal Aviation to fund activities within work element 605. The ability to apply late charges against a two year grant by FAA/Caltrans under Contract 63A0022 was approved by the FAA. The current OWP authorized amount only provides for current year (2000/01) expenditures. These charges were incurred prior to year end June 30, 2000, but not billed to the SCRTPA until September 25, 2000. The delay in billing was due to time and vendor invoicing charged in Redding's accounting system to the wrong work order. The corrected amounts were invoiced to SCRTPA and subsequently invoiced against the FAA Grant. Due to the nature of this grant, late charges could be accepted. Due to the late charges now being treated as a current year expenditure, an increase of authorization for the original 605 element is needed. Additional new funds are not being requested, simply the timing of the charges is being represented in the current year OWP by the change in authorized amounts in the aviation element.
OTHER AGENCY INVOLVEMENT:
The City of Redding, and the Technical Advisory Committee (TAC) have been consulted in developing this amendment.
FINANCING:
This action involves the addition of federal aviation funds in the amount of $10,567.46 to work element 605. No match is required for this contract.
