RECOMMENDATION       

It is recommended that the Agency appoint a delegate and an alternate to the California Association of Council of Governments (CALCOG).

 

SUMMARY

CALCOG is a statewide organization of metropolitan planning agencies of which Shasta County RTPA is a member.

 

DISCUSSION

Shasta County RTPA is a member of the statewide CALCOG government organization. A vacancy exists for a delegate and an alternate to this organization.  The CALCOG organization meets periodically throughout the State of California and deals with legislative issues affecting transportation, housing, air quality, economic development, regional significant infrastructure, environmental streamlining and livable communities.  It is, therefore, appropriate for this Agency to appoint a delegate and an alternate.  At a minimum, delegates are requested to attend at least two meetings annually.  These meetings are held in various locations throughout the State.

 

Attached is a copy of the 2003 CALCOG Adopted Policies and Positions for 2003.  The delegates selected from member agencies approve these policies and positions.  Additional information regarding this organization can be obtained by visiting their website at www.calcog.org.

 

ALTERNATIVES

The RTPA could choose not to participate in the statewide CALCOG organization.  This is not recommended because there are a number of legislative funding issues that affect cities and county jurisdictions within the RTPA.

 

OTHER AGENCY INVOLVEMENT

The Technical Advisory Committee supports this request.

 

FINANCIAL IMPACT

Funding exists within the RTPA Overall Work Program to attend and participate in the CALCOG meetings throughout the State.
