RECOMMENDATION
1) Approve Resolution 02-06 reflecting
revised 2001/2002 Transportation Development Act (TDA) allocation instructions;
and
2) Approve a revised annual Transportation Development Act (TDA) claim for the County of Shasta for the purchase of buses and for additional rural transit costs incurred for 2001-2002.
SUMMARY
Actual costs of operating and administering the Burney Express and other County-funded
transit programs exceed the amounts provided for in original TDA claims. Adoption
of the Staff recommendation will allow the County to fully fund these programs
from TDA resources.
DISCUSSION
The original claim for the County for 2001-2002 initially had an allocation
of $65,000 to fund the purchase of one new bus for the Burney Express. Originally,
it was planned that RABA would replace the buses used on the Burney Express
over a two year period. That is, one bus was to be purchased in 2000-2001 and
one in 2001-2002. These buses were ordered in 2000-2001 but not received by
RABA until February 2002. RABA is now requesting reimbursement for these buses
in the amount of $ 125,960. Approval of the revised claim will allow the County
to reimburse RABA for these costs incurred.
This claim revision does not impact the other local agencies because theses programs are funded entirely by the County from their TDA apportionments.
Additional costs are also incurring for rural transit due to increased operating and administrative costs. Increases in various components are as follows:

Rural transit administration costs have also increased due to the addition of the trial service routes for the Fall River Mills extension of Burney Express and the Cottonwood Express.
The revision to the 2001-2002 TDA claims will reduce Shasta County's streets and roads (PUC 99400(a)) to $1,428,262.
ALTERNATIVES
An identified alternative to the
Staff recommendation would be to not approve the Staff recommendation. This
is not recommended because it would not allow timely reimbursement of RABA by
the County for services provided under contract.
OTHER AGENCY INVOLVEMENT
This item was discussed at the
April 9, 2002 Technical Advisory Committee (TAC).
The staff recommendation has been reviewed with the Shasta County Department of Public Works who concur with the staff recommendation.
FINANCING
Adoption of the Staff recommendation
will not impact any other claimants in Shasta County. The increased costs will
be funded entirely from TDA apportionments available to Shasta County.
