RECOMMENDATION

It is recommended that the Agency    Approve Amendment #1 to the 2002 Regional Transportation Improvement Program (RTIP). 

 

SUMMARY

The California Transportation Commission (CTC) adopted the 2002 State Transportation Improvement Program (STIP) April 4, 2002.  This included 18 Shasta County Projects.  This RTIP amendment involves eight of these projects reflecting schedule delays for some, and earlier delivery dates for others.  The RTIP is essentially an Agency recommendation to the CTC for changes to the STIP.

 

DISCUSSION

Approval of RTIP projects in the STIP constitutes a commitment, or line of credit, by the State to fund a project.  This line of credit generally applies to the year in which the project or project component is programmed.  STIP amendments cannot be approved by the CTC for projects in current fiscal year.  Therefore, projects or project components proposed in FY 03/04 must be delivered in that year, or amended by the CTC prior to the beginning of that year (before July 2003).  Project components not delivered in the programmed year “lapse”.  Lapsed funds do not return to the region for two to six years and reprogramming of the lapsed funds may not be possible for seven to eleven years.       

 

Due to limited programming capacity, the CTC has limited STIP amendments to moving projects to later years or the swapping of projects.  For example, a project programmed in an early year can be moved out to advance a project from a later year.  The proposed amendment does not change the total amount of dollars programmed, or add new projects.  

 

The CTC will provide notice of the amendment at its May meeting, with approval in June.  General descriptions of the amendments are provided below:  

 

  1. Cypress A (PPNO 2037):  Move Construction out from FY 03/04 to FY 04/05 (State-only cash).  This project could likely be delivered in the current programmed year; however, uncertainties remain in the ROW process and Redding felt it would be prudent to delay programming to avoid a potential lapse of funds.

 

  1. Cypress B (PPNO 2038):  Move Construction out from FY 03/04 to FY 04/05.  This project is related to Cypress “A” above and delay of construction is proposed for the same reasons.

 

  1. North Street (PPNO 2145):  Move PS&E, ROW and Construction forward from FY 05/06 to FY 03/04 (State-only cash).   The project was delayed several years by the CTC as part of the 2002 STIP “respread.”  Capacity freed by delay of other projects described in this amendment would allow this project to advance. 

 


 

 

 

  1. Shasta View Drive Extension (PPNO 2146):  Delete Construction programming from FY 03/04.  This project needs to be delivered this year.  CTC funding this summer is unlikely given State cash flow problems.  Local resources are now proposed to fund this project.

 

  1. South Bonnyview Widening (PPNO 2306):  Move Environmental and PS&E/ROW forward from FY 04/05 and FY 05/06 respectively to FY 03/04 and FY 04/05. Program Construction in FY 05/06 with capacity freed-up by deletion of the Shasta View Drive Extension Project (Item #4 above).   This project was delayed several years by the CTC as part of the 2002 STIP “respread” and construction programming was removed.  This amendment would restore full project programming starting in FY 03/04.

 

  1. Shasta Bridge Replacements (PPNO 2308):  Move a portion of Construction forward from FY 04/05 to FY 03/04 (State-only cash).  The project was delayed several years by the CTC as part of the 2002 STIP “respread.”  Capacity freed by delay of other projects described in this amendment would allow this project to advance.  HBRR funding for the project is at risk due to a decision by Caltrans this March to eliminate State seismic matching funds for HBRR projects. 

 

  1. Ox Yoke Signal (PPNO 2369):  Move Construction forward from FY 05/06 to FY 04/05.  Caltrans is delivering this project and believes the schedule could be accelerated one year.  Capacity freed by delay of other projects described in this amendment would allow this project to advance. 

 

  1. Redding Downtown Couplets (PPNO 6651):  Move Construction back from FY 03/04 to FY 04/05.   This project could likely be delivered in the current programmed year; however, uncertainties remain in the ROW process and Caltrans felt it would be prudent to delay programming to avoid a potential lapse of funds.

 

In summary, projects #1, #2 and #8 represent project delays.  These delays presented opportunities to accelerate Projects #3, #5, #6 and #7.  Removal of the Shasta View Drive programming also created capacity to program the Construction component of the Bonnyview project which could accelerate delivery by two to five years.  

 

The net effect of these amendments will be removal of $6,074,000 programming for FY 03/04 and the addition of $5,989,000 and $85,000 of programming capacity in FY 04/05 and FY 05/06 respectively.  Below is a summary of RTIP amendment amounts and changes:

 


 

 


The entire RTIP and STIP as proposed with this amendment are shown in the attached table.  Amendment request letters from Redding and Caltrans are also attached.

 

ALTERNATIVES

The Agency may take no action.  This could result in lapsed funds to the region and further project delays.

 

The Agency may choose to advance other currently programmed projects not listed as part of this amendment.  Based on discussions with local agency staffs, the projects currently proposed for advancement (North Street, South Bonnyview Widening, Shasta Bridge Improvements, Ox Yoke Signal) represent the only projects than can be delivered on an accelerated schedule. 

 

OTHER AGENCY INVOLVEMENT

This STIP amendment has been reviewed individually with the affected agencies (Redding, Caltrans, Shasta County, and Anderson) and with the Technical Advisory Committee (TAC).  All amendments are based on requests from the delivering agency and, under present circumstances, represent the best opportunities to advance projects or avoid further delays. 

 

 

 

 

 

 

 

FINANCING

STIP projects are funded from State and Federal sources generated by taxes levied on fuel.  The proposed amendment does not change the total amount of dollars programmed, or add new projects.
