RECOMMENDATION
It is recommended that the Agency:
1.
Hold a public
hearing to take comments on the updated Shasta County Public Involvement
Procedures for Transportation Planning;
2.
Adopt the
Shasta County Public Involvement Procedures for Transportation Planning update;
and
3.
Approve
Resolution No. 03-01, adopting the Shasta County Public Involvement Procedures
for Transportation Planning.
SUMMARY
Federal regulations require that
Metropolitan Planning Organizations (MPO) develop public involvement
procedures. The Board last adopted the
Public Involvement Procedures for Transportation Planning in December 1998 and
considered revisions in both July and December 2002. The draft Public Involvement Procedures for Transportation
Planning were made available for an extensive public review period, exceeding
the 45-day minimum.
At
the December 10, 2002 RTPA meeting, the Board authorized the initiation of the
45-day public review period for the draft plan.
The
plan contains objectives, strategies, and measures of effectiveness. For example, the plan contains the following
objectives:
A.
Raise understanding of the transportation
planning process in the region and identify how interested citizens can become involved.
B.
Provide opportunities for public involvement
in the transportation planning process.
C.
Maintain contact with interested citizens and
key stakeholders throughout the process of developing MPO plans and programs.
D.
Identify and involve traditionally
under-served persons (those who are of minority, low–income or elderly status).
E.
Inform and educate incoming MPO Board members
and local commissioners/council members regarding MPO functions, responsibilities and programs.
The
plan will be evaluated annually in order to enhance public participation.
ALTERNATIVES
The Agency could choose not to update
the current practice. Staff does not
recommend this because it is a Federal recommendation to update this practice.
The
Agency may also revise policies in the plan.
The current plan reflects comments and concerns received to date.
OTHER
AGENCY INVOLVEMENT
Caltrans District 2, Shasta County,
Redding, Shasta Lake, Anderson and the Redding Area Bus Authority have all been
consulted. This procedure was reviewed at the April 8, 2003 Technical Advisory
Committee (TAC) meeting which recommended approval of the plan.
FINANCING
The
funding for development of this plan and the monitoring of goals and objectives
are budgeted in the Overall Work Program (OWP), under Element 709 Overall Work
Program Development/Interagency Coordination.
