RECOMMENDATION

It is recommended that the Agency approve the attached Amendment #1 to the Policy regarding community transit claims.

 

SUMMARY

It is recommended that the Agency amend Policy 6-5 to increase the Transportation Development Act (TDA) passenger subsidy from $6.00 per passenger trip to $10.00 per passenger trip, with subsequent adjustments to allow for changes in the consumer price index.

 

DISCUSSION

The performance criterion for community transit approved on September 24, 2002, requires amending.  When the policy was developed, the TDA subsidy was $5.63 per passenger trip.

 

Local transportation providers were evaluated for the 2003/2004 Transit Needs Assessment.  During this evaluation, it was determined that the cost per passenger trip for the Consolidated Transportation Services Agency (CTSA) is now $8.87 per passenger trip.  The following factors have been identified by the CTSA as affecting their operating costs for 2002:

 

1.    Passenger revenue declined due to a decrease in passenger trips.

2.    Utilities increased due to the CTSA’s relocation to their new building that provides a lighted parking lot.

3.    Purchased labor increased due to minimum wage increase.

4.    Workers Compensation increased 250%.

5.    Rent increased at the Burney facility.

6.    The Burney route decreased from twice-weekly service to every other week leading to lower usage.

 

The existing CTSA operates their service at a lower cost than other local transportation providers.  It is recommended that the RTPA maintain Shasta Senior Nutrition Programs as the designated CTSA and amend the performance criterion.

 

ALTERNATIVES

Identified alternatives to the Staff recommendation are:

 

  1. To not approve the proposed policy.  This would require going out to bid for a new CTSA provider.  Staff is not aware of any other agencies that could provide the level of service as efficiently as Shasta Senior Nutrition Programs (SSNP).
  2. Make additional changes to the policy as appropriate.

 


 

 

OTHER AGENCY INVOLVEMENT

The agency most affected by this policy is Shasta Senior Nutrition Programs (SSNP).  The policy has been reviewed by SSNP and they concur with the recommendation. All local agencies and TAC have reviewed this policy.  No comments have been received. 

 

 

FINANCING

Adoption of the Staff recommendation will have no financial impact.
