RECOMMENDATION
It is
recommended that the Agency:
(1) Hold a public hearing and take testimony on Amendment #1 to the
2002 Federal Transportation Improvement Program (FTIP); and
(2) Adopt Resolution No. 03-06 approving Amendment #1 to the 2002
FTIP.
SUMMARY
An amendment to the 2002
FTIP has been prepared for consideration by the Agency in conformance with
Federal regulations. A public hearing
is required prior to approval.
DISCUSSION
In order
to qualify for federal funding, projects must be included in the FTIP. This
amendment is needed to reflect two changes:
A shift in priorities for Caltrans safety projects; and changes to the
State Transportation Improvement Program (STIP) consistent with Agency action
in April 2003. Specific actions are
described below.

Consistent with April 2002 Regional Transportation Improvement Program

Amendments
By Caltrans for Emergency Projects:
Caltrans
has proposed several changes for needed emergency projects. The most significant is a $7.4
rehabilitation project for the Interstate 5 Sacramento River Bridge (over Shasta
Lake). Emergency projects are
programmed in the FTIP as “lump sums” which show total amounts in project
categories, but not individual projects. Lump summing streamlines the
programming and allocation process. The
State Highway Operation Protection Program (SHOPP) lump sum has been modified
to increase annual amounts for several
identified emergency projects, including the Interstate 5 Bridge near Lakehead.
Pursuant
to the Agency’s Public Involvement Procedures, a public hearing is required for
amendments to the FTIP.
ALTERNATIVES
The Agency could decide not to amend the FTIP. This would result in denial of Federal Highway Administration funds for these projects.
OTHER
AGENCY INVOLVEMENT
The
Technical Advisory Committee (TAC) has reviewed this FTIP amendment and
approval is recommended.
FINANCING
These
projects are funded in amounts set by FHWA and the California Transportation
Commission. These funds cannot be
increased are shifted to other priorities.
