| SUMMARY
The current Regional Transportation Improvement Program (RTIP) adopted by the Agency approved several projects for the County, the three cities, and Caltrans. Once programmed by the Agency, no further Agency approvals are needed where the project is developed within broadly defined limits of the programmed schedule and budget. Since the Agency is essentially "out of the loop" after approving project programming through the RTIP, the attached time line is intended to provide periodic updates regarding their delivery status. |
| DISCUSSION
The attached schedule shows all projects currently programmed in the RTIP. Upon approval by the Agency, each project phase must then be programmed by the California Transportation Commission (CTC) in the State Transportation Improvement Program (STIP). State programming represents a "line of credit" by which agencies can plan to deliver projects. The programmed project delivery schedule, by phase, is represented by the gray bars on the attached chart. |
| After the CTC programs a project, the local agency delivering the project must then request an allocation from the CTC. An allocation represents an authorization to spend money for given project phase. Blue bars represent project phases that have been allocated and completed. Partially solid red bars with percentages shown represent allocated projects phases that have been started and partially delivered. Hollow red bars without percentages represent unallocated project phases where work has not yet started. |
| Project delays can be determined by comparing the baseline schedule (gray bars) to the actual delivery (blue and red bars). The responsible implementing agency is shown after the project title in parenthesis. |
| Project funding, in thousands of dollars, is provided for the project in total and by phase. Only Regional Improvement Project (RIP) funds approved by the Agency are shown. Other local, state or federal funds for which the agency has no jurisdiction may be involved. With the exception of most Caltrans' projects, however, RIP funds typically account for one-hundred percent of the project costs. |
| This project tracking chart will be maintained and provided to the Agency
approximately twice a year. Significant milestones or changes will be
highlighted in the accompanying staff report. With the adoption of the
2002 RTIP, older delivered projects will be removed and the newly
programmed projects added.
