RECOMMENDATION

It is recommended that the Agency adopt the Social Services Transportation Advisory Council (SSTAC) Guidelines and By-Laws, adopted by the SSTAC on September 9, 2003.

 

SUMMARY

The SSTAC serves as an advisory body to the Shasta County Regional Transportation Planning Agency (SCRTPA), regarding transit within the Shasta County region.  The SSTAC determined that guidelines and bylaws should be established to provide a tool that explains the Council’s purpose and duties, membership, role of officers, and organizational procedures.

 

DISCUSSION

The SSTAC was established under the requirements of California’s Transportation Development Act (TDA) to ensure that unmet transit needs are identified within Shasta County and to advise whether such needs are reasonable to meet.  The Council serves as an advisory body to the SCRTPA.

 

During recent meetings, SSTAC members voted to establish a committee to develop guidelines and bylaws.  These laws were developed using TDA guidelines and by reviewing bylaws of SSTAC councils throughout the State.

 

At the September 9, 2003 SSTAC meeting, the SSTAC adopted the guidelines and bylaws developed by the committee.  The SSTAC would be governed by the adopted guidelines and bylaws, unless amended by a majority vote of the SSTAC members and subsequent approval by the SCRTPA. 

 

OTHER AGENCY INVOLVEMENT

The Consolidated Transportation Services Agency (CTSA) assisted in preparation of the guidelines and bylaws. SSTAC has adopted these guidelines and bylaws.

 

FINANCING

There is no impact on finances.
