RECOMMENDATION

This is an information item only.

 

SUMMARY

The current Regional Transportation Improvement Program (RTIP) adopted by the Agency approved several projects for the County, the three cities, and Caltrans. Since the Agency is essentially "out of the loop" during the project delivery process, the attached project-tracking chart provides periodic updates.

 

DISCUSSION

The attached schedule shows all active or recently completed RTIP projects.   RTIP projects are approved by the RTPA and programmed by the California Transportation Commission (CTC).  The gray bars on the attached chart represent the original programmed project delivery schedule, by component (environmental, design, ROW, and construction).

 

After CTC programming, the local agency responsible for the project must request a CTC funding allocation to begin each phase of the project.  Blue bars represent project phases that have been allocated and are complete.  Partially filled red bars with a percentage shown represent active project phases started but not completed.  Striped red bars without percentages represent project phases not yet authorized for spending.

 

Project delays can generally be determined by comparing the programming schedule (gray bars) to the actual delivery (blue and red bars).  The responsible implementing agency is shown after the project title in parenthesis.

 

This project-tracking chart is maintained and provided to the Agency twice a year.  Significant project milestones or changes in the last six months are highlighted below:

 

1.    Six projects have requested allocation of funds to start work.  All allocations are currently delayed by the CTC for at least one year.  The projects are:

a.    South Bonnyview Drive Environmental – (Redding)

b.    Downtown Railroad Congestion Relief - Environmental (Redding)

c.    Downtown Mall Circulation Improvements - Environmental (Redding)

d.    Downtown Redding Couplet Project - Right of Way (Caltrans)

e.    Shasta Dam Boulevard Enhancements – Construction (Shasta Lake)

f.    Shasta County Bridge Replacement Match – Construction (Shasta County)

 

Additional project information is provided on the attached printout from the current State Transportation Improvement Program (STIP). 

 

OTHER AGENCY INVOLVEMENT

The agencies responsible for delivery of RTIP projects are Caltrans, Shasta County, Redding, Anderson or Shasta Lake as indicated on the attached chart.

 

FINANCING

The funding shown for these projects represent a mix of Federal and State transportation funds typically referred to as STIP funds.  Other local, state or federal funds for which the RTPA has no jurisdiction are typically involved.
