RECOMMENDATION

It is recommended that the Agency consider the final draft of the Transportation Concept Report (TCR) for the Shasta County portions of State Route 89 and authorize the Executive Officer to sign the final document when produced.

SUMMARY

Caltrans has finalized the TCR for those portions of State Route 89 lying within Shasta County. As a means of expediting the completion of this project, Caltrans has asked that the Agency authorize the Executive Officer to accept the report on behalf of the Agency.

DISCUSSION

Caltrans District 2 has completed the long range planning report for State Route 89, including those portions within Shasta County. Included with the agenda packet for this meeting is the final draft of the report anticipated to be produced by Caltrans. Due to timing difficulties dealing with several counties through which State Route 89 runs, Caltrans has asked that the Agency accept the findings in this draft report for that portion of the highway within Shasta County. Although the document is a draft, the findings with respect to those portions within Shasta County are not expected to change.

If the Agency adopts the staff recommendation, then Caltrans will present it to the Executive Officer for final approval after meeting with RTPAs in adjoining counties. It should be emphasized that whatever action or inaction is taken by other counties will not affect the findings related to State Route 89 within Shasta County. Their emphasis will be directed at those portions of the highway within their county.

Kathy Grah of Caltrans will be available at the meeting to answer any questions or comments Agency board members may have regarding this report.

ALTERNATIVES

Identified alternatives to the staff recommendation are that the Agency could chose to not authorize the Executive Officer sign this report. This is not recommended because the findings related to State Route 89 within Shasta County have been essentially finalized. Waiting for the February meeting to authorize the Chair to accept the report does not seem reasonable in that it will not add any value or change any of the findings in the report.

OTHER AGENCY INVOLVEMENT

This item was discussed at the November 27, 2001 Technical Advisory Committee meeting. No substantive comments were generated relative to this report.

FINANCING

Adoption of the State recommendation will have no impact on the finances of the RTPA.
