RECOMMENDATION
It is recommended that the Board adopt the 2001 Social Service Action Plan Update.
SUMMARY
The Shasta Senior Nutrition Program (SSNP) was designated the Consolidated Transit Agency (CTSA)for Shasta County effective January 1997. Since taking over as CTSA, SSNP has greatly improved coordination between the social service agencies that provide transportation services. Additionally, where needed, transportation service has been provided for the elderly and handicapped population. It is recommended that the CTSA continue to encourage a high level of cooperation, search out additional ways to coordinate services and provide support for their existing services.
DISCUSSION
The Social Service Transportation Coordination Plan for Shasta County was last updated in 1999. Section 159785.1 of the California Government Code requires that the coordination plan be updated every two years. If the plan has been implemented, a report may be prepared to document the progress of implementation.
A report has been prepared that tracks implementation in relation to the provisions of the act and objectives of the plan. During the last two years, the CTSA has maximized their operating, maintenance and administrative capabilities by establishing a very high level of cooperation and coordination between transit providers in Shasta County; and by providing transportation services for the elderly and handicapped. The report documents that many cooperative programs have been developed in support of the social service transportation providers.
Programs have been developed to consolidate vehicle service and safety inspection under one contract. Access to driver education programs and training materials are being made available on a shared basis among the social service agencies. Vehicle sharing agreements have been worked out to provide backup vehicles in case of a breakdown. In addition to coordination the CTSA directly provides transportation services for the elderly and mobility impaired, a special frail elderly service and contract service for a local church. All of this adds up to a very successful program that is providing needed service for this segment of Shasta County's population.
ALTERNATIVES
The Agency could not adopt the report. This is not recommended because the update is required by Caltrans on the last day of December of odd numbered years.
OTHER AGENCY INVOLVEMENT
The RTPA technical advisory committee reviewed this item at their meeting on November 27 as part of the agenda review. There was no recommendation.
FINANCING
This action will not have an impact on funding.
